Job description

BackgroundThe NTPF is a corporate body with functions and responsibilities as set out under Statutory Instrument 179 – National Treatment Purchase Fund (Establishment) Order, 2004 and the Nursing Homes Support Scheme Act (2009).Its key functions are:

  • Arranging for the provision of hospital treatment to classes of persons determined by the Minister.
  • Collecting, collating and validating information on persons waiting for public hospital treatment.
  • Agreeing pricing arrangements with private & voluntary nursing homes under the Nursing Homes Support Scheme.
  • Furnishing advice to the Minister for Health on related issues.
  • Performing any other function assigned by the Minister for Health, since July 2012 this includes responsibility for the publication of outpatient waiting lists.

In carrying out its functions, the NTPF works closely with the Department of Health, the HSE, acute public hospitals and private nursing homes across the health system.The RoleThe principal role of the Financial Controller will be:

  • To work closely with the Finance Director and the wider Operational and Finance teams to ensure that appropriate financial controls and procedures are in place across the NTPF in order to safeguard its assets, and to ensure the accuracy and integrity of financial information as reported on a monthly/yearly basis.
  • Secretary to Audit & Risk Committee

The Current Priorities are as follows:

  • Responsible for the Accounts payable and payroll functions.
  • Preparation of Annual Financial statements including liaison with Comptroller and Auditor General.
  • Analyse and report actual performance against budget on a monthly basis for NTPF Management & Board.
  • Preparation of agenda and papers for Audit & Risk Committee
  • To ensure timely and accurate delivery of key financial/budgetary information including cash management and forecasting.
  • To ensure strong budgetary control is maintained and to recommend corrective action where necessary.
  • Liaise with Internal and External Auditors.
  • To keep up to-date on management accounting issues particularly in the sector and to make recommendations on developments relevant to the organisation.
  • Ensuring regular reviews, management and implementation of the internal control procedures including operating procedures and the division of responsibility in relation to finances.
  • To participate in the development and implementation of information systems with particular reference to organisation-wide integrated IT systems; to determine and promote management accounting vision for same.
  • To supervise, manage and develop staff in the Finance unit with a view to providing a timely quality service to the NTPF, its suppliers and customers.
  • Manage and implement best practice procedures in relation to Public Procurement.
  • To supervise and carry out the financial function of the NTPF in line with guidelines, procedures and regulations.

Note: The functions and responsibilities assigned to this position are based on the current requirements of the NTPF. These requirements may change in line with changes in the roles, objectives or business requirements of the organisation up to and including transfer to other business units.
