Deadline: 1 September 2025, 17:30 CETBackgroundThe Norwegian Refugee Council (NRC) invites qualified research partners – preferably academic institutions – to submit expressions of interest for conducting a Participatory Action Research (PAR) on the Grassroots Youth Education and Livelihoods Funding Mechanism. This research is part of the Pathways for Better Education and Livelihoods Programme (2024–2027), a multi-country initiative supporting over 14,000 displacement-affected young people to continue education and/or increase their income for improved well-being.The innovative funding mechanism piloted by NRC provides financial and mentoring support to grassroots actors such as youth-led organizations, vocational training centre committees, PTAs, and youth entrepreneurs, to drive community-based education and livelihood solutions.Purpose of the ConsultancyThe overall goal of this research is to improve the relevance, effectiveness, and participatory nature of the funding mechanism by answering two core questions: * How can NRC adapt its strategic and operational approach to ensure the funding mechanism is participatory, relevant, and effective?

  • To what extent are the grassroots initiatives contributing to education continuity and income-generation for displacement-affected youth?

Scope of Work

  • Conduct action research with local actors in two countries (among Ethiopia, Niger, and Central America [Honduras/El Salvador]).
  • Implement a formative evaluation to assess the effectiveness, relevance, and impact of the grassroots funding model.
  • Work closely with NRC teams, youth and local actor advisory groups, and in-country research teams.
  • Deliver final reports, recommendations, and actionable insights to improve NRC’s programming and influence broader sectoral practices.

The research will be carried out over 16-17 months (Oct 2025–Feb 2027).Deliverables * Inception Report – Final research design, methodology, and selection of local initiatives.

  • Case Studies/Briefing Notes – Capturing learnings from local action research.
  • Final Report – Summarizing findings, lessons learned, and recommendations.

Qualifications Required

  • Minimum 10 years of experience in complex, multi-country participatory action research
  • Proven expertise in localisation and civil society strengthening
  • Experience in education and youth programming in humanitarian and development contexts
  • Strong qualitative and quantitative research capabilities
  • Regional experience in Africa and Latin America, with ability to work in refugee/displacement-affected settings
  • Proficiency in English (Spanish and French are an asset)
  • Ability to coordinate with and support in-country research teams and local actors.

BudgetA total of USD 200,000 is available for this assignment. Additional costs related to local actor participation will be covered by NRC.Application ProcessInterested applicants must submit:
