PLEASE COMPLETE THE APPLICATION FORM FULLY, CV’S ARE NOT ACCEPTEDPrincipal Duties and ResponsibilitiesThe post holder will take lead responsibility for ensuring that the IPMS functionality and configuration reflects the business needs of the hospital in line with national guidelines in the following business areas:o Patient Master Indices, Patient Identification and Registration.o OPD Referrals, Waiting Lists, Appointment Scheduling and Clinic Management.o Inpatient Referrals, Waiting Lists and Bed Management.o ED Administration.o HIPE & NTPF Extracts.o Management Reporting and Coding Systems.o Data Quality, Data Protection and Security and Access.

  • Establish and document the most effective process flows in consultation with internal and external stakeholders and configure systems to reflect these processes.
  • As required, set up business representative groups in relevant business areas to discuss process design improvements in the context system configuration issues.
  • Work with local stakeholders as part of the change management process to relay and promote national best practice.
  • To liaise with ICT system vendors in relation to system development, configuration and performance.
  • Provide progress and status reports to hospital management on operational plans.
  • To liaise with the Technology & Transformation Service Management function as and when required to ensure frontline services utilising systems are receiving an effective level of support.
  • Ensure the highest integrity and quality for hospital systems and conduct regular validation.
  • Excellent communication of information both written and verbal.
  • Provide cross functional cover for other team members to ensure continuity of service.
  • Responding to ad-hoc requests.

Administration

  • Ensure the efficient day-to-day administration of area of responsibility.
  • Execute assignments in accordance with agreed plans, budgets, and deadlines.
  • Ensure deadlines are met and that service levels are maintained.
  • Ensure an even distribution of workload among team, taking into account absence due to annual leave etc.
  • Ensure policies and procedures are well documented and understood and adhered to by staff in own section.
  • Ensure accurate attention to detail in own work and work of team.
  • Use appropriate technology to ensure work is completed to a high standard.
  • Ensure that archives and records are accurate, maintained confidentially and readily available to the appropriate authority.
  • Ensure line management is kept informed of issues.
  • Ensure that the service is kept informed and that their views are communicated to middle management.
  • Provide administrative support for meetings and attend as required.
  • Maximise the use technology in ensuring that work is completed to a high standard.

Customer Service

  • Promote and maintain a customer focused environment by ensuring service users / customers are treated with dignity and respect.
  • Seek feedback from service users / customers and implement change to incorporate same, in agreement with Line Manager.
  • Ability to engage with stakeholders and clearly explain and interpret their requirements and requests.

Human Resources / Supervision of Staff

  • Manage the performance of staff, dealing with underperformance in a timely and constructive manner.
  • Ensure an even distribution of workload amongst the team, taking into account absence due to annual leave etc.
  • Supervise and ensure the wellbeing of staff within own remit.
  • Identify training and development needs of staff.
  • Create and promote a positive working environment among staff members, which contributes to maintaining and enhancing effective working relationships.
  • Promote cooperation and working in harmony with other teams and disciplines.
  • Conduct regular staff meetings to keep staff informed and to hear views.
  • Solve problems and ensure decisions are in line with local and national agreements.
  • Identify and agree training and development needs of team and design plan to meet needs.
  • Promote co-operation and working in harmony with other teams and disciplines.
  • Pursue and promote continuous professional development in order to develop management expertise and professional knowledge.

Service Delivery and Service Improvement

  • Ensure accurate attention to detail in own work and work of team.
  • Embrace change and adapt local work practices accordingly.
  • Encourage and support staff through change processes.
  • Maintain own knowledge of and compliance with relevant HSE policies, procedures, guidelines and practices to perform the role effectively and to ensure current work standards are met by own team.
  • Embrace change and adapt local work practices accordingly by finding practical ways to make policies work, ensuring team knows how to action changes.
  • Encourage and support staff through change processes.
  • Monitor efficiency of service provided by team, identify and implement changes to the administration of the service where inefficiencies arise.
  • Work in the team to drive innovation, which will translate into improved quality of care, clinical outcomes, reduced costs, efficiencies and process improvements.

Standards, Policies, Procedures & Legislation

  • Contribute to the development of policies and procedures and ensure consistent adherence to procedures and current standards within area of responsibility.
  • Maintain own knowledge of relevant policies, procedures, guidelines and practices to perform the role effectively and to ensure standards are met by own team.
  • Maintain own knowledge of relevant regulations and legislation e.g. GDPR, Financial Regulations, Health & Safety Legislation, Employment Legislation, FOI Acts etc.
  • Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards and other standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc. and comply with associated HSE protocols for implementing and maintaining these standards.
  • Support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service
