Background Information:The Norwegian Refugee Council (NRC) is a humanitarian NGO that protects the rights of displaced people, providing aid to nearly 10 million people across 40 countries. In 2023, NRC’s Protection from Violence (PfV) core competency reached approximately 700,000 people across 26 countries, focusing on preventing and responding to violence, coercion, and rights violations.As part of NRC’s commitment to learning and improvement, we are seeking experienced consultants to conduct a multi-country evaluation of the PfV program, focusing on its impact and contribution to reducing protection risks.What You Will Do:

• Evaluation Management: Lead and manage the evaluation process, ensuring that it follows the established methodology and meets the objectives outlined.
• Data Collection & Analysis: Collect data from 2-3 countries, synthesizing findings from previous evaluations, and exploring new evidence gaps.
• Methodology Design: Develop a rigorous evaluation methodology to assess Civilian-Self Protection (CSP) and Individual Protection Assistance (IPA) across diverse country contexts.
• Reporting & Recommendations: Produce comprehensive evaluation reports, including actionable recommendations for scaling and improving the PfV strategy.
• Stakeholder Engagement: Present findings to key stakeholders, including donors, NRC teams, and external partners.

What You Will Bring:

• Experience: Minimum 10 years of experience in managing complex, multi-country evaluations, particularly within the humanitarian sector.
• Expertise in Protection & Risk Evaluation: Proven experience using methodologies to measure protection risk reduction or violence prevention in conflict and displacement contexts.
• Skills: High proficiency in English (additional knowledge of French/Spanish is an asset), excellent presentation and communication skills, and the ability to engage diverse stakeholders.
• Previous NRC Experience: Experience working with NRC or similar humanitarian organizations is highly desirable.
• Methodology Expertise: Knowledge in various evaluation methodologies and frameworks, including participatory, outcome harvesting, and most significant change approaches.
