This position is located in the Executive Office, Division of Conference Management, Department for General Assembly and Conference Management (DGACM), United Nations Office at Geneva. The incumbent reports to the Finance and Budget Officers and the Senior Finance and Budget Assistant.ResponsibilitiesUnder the general supervision of the Executive Officer, the Finance and Budget Assistant will be responsible for the following duties: Budget: • Provides support with respect to the management of regular budget and extra-budgetary resources. • Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. • Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. • Assists in the preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. • Supports/manages projects related to streamlining budget and finance processes. • Monitors expenditures and compares with approved budget; prepares adjustments as necessary. • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. • Periodic review and update of financial reports in reporting dashboards. • Periodic reconciliation of accounts. • Prepares redeployment of funds and follows up on the approval of redeployment documents in Umoja. • Maintains tracking of all the sales orders, services orders and cost estimates including status of payment from client, confirmation of service in Umoja etc. • Liaises with clients on payments through the issuance of a valid coding block for service orders or bank/cash payments for sales orders and quotations. • Performs billing for clients. • Assists with the year-end closing of accounts by reviewing ULOs (unliquidated obligations) General: • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. • Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. • Maintains and keeps up-to-date files. • May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility. • Performs other related duties, as assigned.CompetenciesPROFESSIONALISM: Knowledge of, and ability to apply financial rules, regulations and procedures in the UN environment. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher level. Experience in the United Nations Common System or other similar international organizations is desirable. Experience with Enterprise Resource Planning (ERP) systems, such as Umoja and Inspira, is desirable. A minimum of one (1) year of project management experience is desirable.LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English or French and knowledge of the other is required.
