Job Description:What we are looking forSolid experience and technical background in Livelihoods & Food Security within the humanitarian sector. Experience in leading livelihoods and food security assessments.Must have experience in various contexts(countries) including working in emergency situations with understanding of refugee and IDP crisis contexts.High level of knowledge and experience setting up new rapid responses in complex and volatile contexts including programme development, policy/strategic guidance, developing practical tools and resources.Substantial experience and knowledge in Cash & Markets, with extensive knowledge of cash-based interventions and market-based programmes.Flexible, with the ability to adapt to the programmatic needs of the specific deployment coupled with the capacity to deliver swiftly in a stressful and fast-paced environment.Proficiency in both English and French language is mandatory for this position.What you will doThe main purpose of the Global Roving Emergency Livelihoods & Food Security Specialist is to deploy to humanitarian and crises and start-ups, to provide technical development of the LFS core competency, strategic direction and quality assurance, develop LFS strategy and quality control at country level. This includes recruiting, mentoring, training and capacity building of staff on LFS technical capacity.The main purpose of the Global Roving Emergency LFS Specialist position is, but not limited to: * Lead LFS Core Competency Programming during start-up, scale up and first-phase/emergency response.

• Act as an LFS Specialist at CO level in case of a critical gap.
• Be the LFS focal point in the ERS.
• Support global and regional level initiatives related to the function.

The postholder may also fill the role as LFS Programme Development Manager at country office level.The Global Roving Emergency LFS Specialist will undertake short-term deployments, up to 6 months, to different NRC country operations.The Global Roving Emergency LFS Specialist is overall responsible for: * Developing LFS country first line strategies or response plans, technical guidance and macro log frames that are aligned with NRC’s Programme Policy, LFS Global Strategy and regional strategies and priorities.

• Contributing to fundraising, developing and revising funding proposal, budgets and donor reports.
• Identifying trends, technical standards and donor priorities.
• Following up on compliance with contractual commitments within LFS, ensure high technical quality and synergies in project implementation.
• Providing technical direction and project implementation support, including development of assessment tools.
• Contributing to Monitoring and Evaluation (M&E), using M&E data to adapt programming where needed.
• Ensuring that key learnings are extracted from LFS implementation and incorporate them to the programme and staff development processes.
• Providing systematic training and build capacity of technical staff in LFS methodologies and themes and other relevant areas.
• Representing NRC in relevant forums/clusters, including with national authorities and donors.
• Promoting the rights of persons affected by displacement in line with the advocacy strategy.

• Minimum 4 years of relevant professional experience within LFS related themes and activities in a humanitarian/recovery context.
• Substantial experience working in acute emergency situations with extensive knowledge of cash-based interventions and market-based programmes.
• Experience in leading livelihoods and food security assessments.
• Experience in drafting and encouraging implementation of policy/strategic guidance, and developing practical tools and resources.
• Knowledge and experience with durable solutions in emergency settings.
• Experience from working in complex and volatile contexts.
• Solid understanding and experience of refugee and IDP crisis contexts.
• Flexible, with the ability to adapt to the programmatic needs of the specific deployment.
• Capacity to swiftly deliver in a stressful and fast-paced environment.
• Fluency in English, both written and verbal.
• French language is mandatory, Spanish or Arabic languages skills are an advantage.

What we offer

• Duty station: Global roving, home based when not deployed.
• Contract: 24 months.
• Travel: Up to 75% (candidates applying should be comfortable with this level of travel to different contexts).
