The General Legal Section is primarily responsible for providing legal advice and support to all areas of the Secretariat to ensure that the IAEA’s activities (particularly administrative and corporate matters relating to, inter alia, human resources; audits; contracts and other commercial agreements; financial regulations and rules; procurements; and relationship agreements with Member States, the United Nations, cooperating institutions and other international organizations) are in line with applicable agreements, regulations, rules, policies and relevant jurisprudence.Main PurposeUnder the guidance of the Section Head, the Legal Officer, Corporate Law Lead conducts research, prepares legal opinions and analysis, legal instruments and documents and provides legal advice, including to senior management, on the drafting, application and interpretation of such documents, primarily in connection with commercial and non-commercial matters relating to:
– Contract law, including commercial and non-commercial agreements;
– Procurement and Financial matters including budget and finance, the IAEA Financial Regulations and Rules;
– Resource mobilization, partnerships, and voluntary contributions;
– Banking, audit, insurance and tax related matters and data privacy.In consultation with the Section Head, the Legal Officer, Corporate Law Lead coordinates and supervises the Corporate Law work of the Section, prioritizes and assigns tasks to Legal Officers and other colleagues in the Section, and provides inputs and guidance to other Legal Officers to improve their work, to ensure quality and consistency and to support the timely delivery of work products.The Legal Officer, Corporate Law Lead liaises with external and internal stakeholders, including consultations and negotiations with representatives of Member States or other organizations on matters of common concern.The Legal Officer, Corporate Law Lead represents the Section and provides legal advice at specialized meetings and participates on inter-departmental committees and working groups, providing expertise on relevant policy issues.The Legal Officer, Corporate Law Lead also conducts research and provides inputs with respect to agreements with Member States, the United Nations, cooperating institutions and other international organizations.The Legal Officer, Corporate Law Lead may, as required, provide professional advice and draft documents regarding administrative and policy matters relating to, inter alia, human resources issues, privileges and immunities, confidentiality, intellectual property rights, administrative litigation and internal appeals.RoleThe incumbent is a member of the General Legal Section and provides professional inputs to, inter alia, the Director General’s Office, the Division of Finance, the Division of Human Resources, the Division of General Services, the Office of Procurement Services and other Divisions and Offices in the IAEA.Functions / Key Results Expected
