Permanent (Hybrid) – Full timeThe OpportunityWe have an amazing opportunity to join our Strategic Procurement Unit as a Strategic Procurement Manager on a full-time, permanent basis.The RoleReporting to the Head of Procurement, you will provide high level experienced procurement advice on complex matters. Be the Council’s procurement expert in respect of the post holder’s designated, from time to time, Directorates & Categories (‘Designated Areas’) of expenditure, providing strategic procurement guidance, solutions to issues, contract management and advice to the Chief Executive, Mayor, Group Directors and Senior Management.The post holder has shared supervision responsibility for up to seven (7) permanent members of staff plus an Apprentice or two and any contractors or other FTAs brought into the organisation to fulfil roles in specific projects or speciality areas.Job Summary:

  • Within Designated Areas, ensure at all time that procurement is as agile as practicable, the forefront of industry thinking and that it is objective and fair, delivers value for money and meets legal requirements.
  • Work within Designated Areas to ensure improved procurement planning, right decision-making, execution and robust commercial management activities.
  • Input into the development and implementation of the relevant Councils’ Procurement Strategy which will contribute toward delivery of the Councils’ priorities and aims as set-out in their corporate plans, along with delivering regional and national procurement objectives ensuring positive outcomes.
  • Ensure all procurement within Designated Areas is in accordance with the Council’s Code of Practice, applicable legislation, and procurement rules.
  • Manage projects which drive innovation and Best Practice wherever possible to deliver excellence for the residents.
  • Responsibility for Demand Management within the post holder’s designated areas.
  • Represent Strategic Procurement Unit at Boards, Councils and collaborations when required.
  • Responsible for developing procurement strategies, leading and managing complex procurement projects and developing procurement plans and programmes within the post holder’s Designated Areas.
  • Providing procurement expertise throughout the commissioning cycle, negotiating with and developing suppliers, analysing and acting on spend data to achieve savings.
  • To provide the commercial/procurement strategy sections of business cases for CLB and Cabinet approval, including presenting the commercial factors at senior level that follow the category strategy and provide detailed advice around delivery vehicles, contract models, routes to market, assessment criteria, market position statements and all other commercial aspects.
  • Lead the continual improvement of the service within Designated Areas, meeting with customers to discuss and review service requirements and performance.
  • Participate in the development of strategic sourcing and commissioning strategies working across both boroughs and externally.
  • Responds to all MPs, Councillor’s enquires and Ombudsman’s complaints and complex issues within the post holder’s areas of responsibility as defined within this job description.
  • Be the escalation point for customer procurement non-compliance, working with the Designated Areas to address these issues, provide appropriate effective solutions which are target driven and monitored ensuring relevant improvements are made. To work closely and jointly with the other Procurement Managers and Procurement Officers to ensure the Procurement service is joined up and effectively operating across all of the policy, system operational areas and contract management.
  • Effectively manage challenging situations which may arise from the service areas, using your procurement expertise to rectify issues which may occur and put effective resolution strategies in place.
  • Provide strong leadership and support to members of the team to address the wide range of activities which fall across the Designated Areas.
  • Be able to work in a fast-paced environment where workloads/demands regularly fluctuate. Be equipped to self time-manage and ensure the team delivers the results needed during busy time periods.
  • Develop and monitor service level agreements, defining respective roles and responsibilities and quality service delivery, ensuring all outcomes promised within contracts are delivered, results are measured and individuals are accountable.
  • Mentor junior staff within the procurement team.
  • Organise, plan and review and provide status of projects and workload.
  • Ensure open communication throughout the procurement function by keeping management informed of the status of work load.
  • Provide input and feedback to stakeholders about process improvement opportunities.
  • Monitor activity level of staff and alert management of additional support needed to achieve desired results.
  • Visibly demonstrating leadership/change management behaviours.
  • Effectively manage, train, develop and encourage staff to reach their full potential.

To undertake all responsibilities listed below:

  • Ensure the Council maximises the commercial benefits from contracts and drives innovation within all Designated Areas of spend.
  • Be responsible for achieving category performance, operational and corporate performance targets and to ensure delivery of the Council’s Commissioning and Strategic objectives within post holder’s Designated Areas.
  • Proactively identify areas of weak procurement management, risks and pressures and to work with the relevant service to improve them.
  • Provide Category support/expert input to members of the other procurement teams as required.
  • Lead, manage and motivate staff through excellent communication, professional guidance, support and development in accordance with the Council’s policies and procedures and striving for continuous improvement and innovation.
  • Collaborate with stakeholders to proactively identify areas where procurement can add value and maximise savings opportunities.
  • Manage the production of tender and contract documents, including Key Performance Indicators and ensuring liaison with customers and external advisors (where appropriate) to ensure contracts achieve value for money through innovation, cost savings and improved service levels and are legally compliant.
  • Ensure all contracts incorporate the necessary health & Safety requirements.
  • Undertake to ensure that all contract related considerations to benefit the local community are considered and deliver local community benefits where possible.
  • Provide expert leadership, training and coaching to ensure your team and Council Officers deliver the outcomes required of their contract and develop the metrics to allow the Councils to measure the contractual obligations.
  • Lead and act as project manager on major procurement projects and new initiatives.
  • Take responsibility for ensuring that your procurement, contract management legislation and market knowledge is current and that this knowledge is practically applied to your role and imparted to your team and Council Officers.
